Towards new organizational governance
The rapid growth in the volume of information and the relentless acceleration of globalization make it essential to create an "upstream" system to focus human and material resources (particularly IT resources) on information of interest to the organization.
Indeed, improvements in so-called intelligent software algorithms (e.g. semantics), which enable us to pick up strong signals, are not keeping pace with the growth in the volume of information. What's more, as human capacities are limited, so too is our ability to detect weak signals, since we use our intuition to pick them up.
The solution to continuing to control our environment in the face of the information wave is to detect early signals. These are differentiated from weak signals by the fact that "strategic work has been carried out, upstream, with domain experts and decision-makers, based on strategic impact scenarios, to act rationally (as opposed to intuitively) and in anticipation, according to the appearance of certain (previously identified) information".
